how do you mean random? you still develop provinces and recruit dudes and move around the map conquering or defending. at least from what i recall from the first warhammer (didn't play the others) you even had some rudimentary diplomacy which is really all you can expect from warhammer. i even remember being allied to the vampire counts for a while as the empire.
