Russia does in fact have the best artillery. The most important part is having ammunition. Having fancy tubes with no fancy ammo means you lose.

China is best in terms of raw damage. Nuke cannons speak for themselves and infernos in groups are arguably even better especially against buildings. Russia's artillery is all about constant pressure since it has the highest fire rate but they're just normal howitzers.
