Medieval 3 is a pipe dream with how rabid 2's fans have gotten, it would be a guaranteed shitstorm which they probably want to avoid after WH3, Hyenas and Pharaoh.

Probably a mix of both. They still use the same engine used in Empire, technically, but it's a different "updated" version and if you look at gunpowder units in recent games, they feel and look way worse. Melee combat also changed significantly, also for the worse.
The staff also seems utterly clueless when it comes to designing historical TW games. Pharaoh made that very clear.

it's not just gunpowder units. those rice noodle projectiles look fucking retarded and they use them both for guns and bows. you can turn them off but then you can't really tell what's happening, arrows, bolts, stones, become practically invisible. and yet in shogun 2 you had no problem visually distinguishing arrow flight paths during battles.
so what the fuck happened between shogun 2 and rome 2? (i think that's when that projectile problem first appeared) catastrophic loss of talent? irreversible breaking of the engine?

I read they just fork the same engine every time they make a new game. And any fixes or improvements never get merged back into the base engine, which is why every game continues to be a buggy mess. It's such a mess they don't even have a proper testing regime. Every time they make even a minor change, they have to basically boot the entire game up to test which makes QA a tedious nightmare.

Ok i'll explain, they can do what Westwood did and just say that Emperor declared War of Assassins over Arrakis for houses interested in taking control over it, who harvests the most spice or destroys forces of other houses will rule the dunes, but there's a set of rules they must follow as well as Great Convention, houses are permitted to warfare only on the Arrakis and can use only conventional weapons, i.e. no lasguns or shields. But as fight goes on it becomes quite obvious that Emperor started this whole thing to either weaken or outright destroy houses that got involved because they grew way to powerful to his liking. And so, houses start bending the rules or outright ignoring them, deploying more and more up-to-date weapons also some new stuff they invented. The Emperor might also show favoritism to some houses, for his own amusement or out of desperation, sending Sardaukars in disguise or openly, depending on how close the players house to total victory, which is deposing the deceitful Emperor and destroying the last remaining house that Emperor sided with in hopes of winning

Arena was basically world of tanks: total war. Like the progression was the same, you just leveled up your infantry or cav instead. It was running on somewhat simplified engine compared to contemporary TW and you got 3 units each player

CA made the bizarre decision to limit Arena exclusively to Rome, which wasted the concept. Arena should have launched as Shogun vs. Medieval vs. Rome. It should be about Total War games fighting other Total War games. I want to rep my favorite game and beat up fans of the games I dislike.

YOU DO *NOT* *WANT* A "REMASTER"
you want the game to be FIXED UP. fix up the graphics drivers it uses, instead of ancient d3d stuff. fix up the UI so that it works on widescreen. fix pikes and guns. remove engine limits. maybe add a new camera mode and make the game run smoother and better.
YOU DO NOT WANT 100gb+ of 4k AI upscale textures, or anything else that was the dumpster fire that was rome remastered. these should be updates to the BASE GAME provided FREE of CHARGE.
