Sprites are computationally cheap compared to realtime 3D rendering. Extremely cheap. They're literally just precomputed 3D renders.
But what DORF is doing, I don't know man. Could have a huge CPU overhead that doesn't scale well with large numbers of units. Depends on how good engine programmer the dev is.

It takes a fuck load of time to make sprites. Took carbot roughly 1-2 years to make an entire sprite pack.
