Closest you are gonna get is Valkyria Chronicles.
There is an anime girl RTS and another squad based TPS but those are in development and it's to be seen if they will get to the release.

I need to give Valkyrie chronicles another chance. Played it a bit but ended up dropping in during a boring mission

I remember that it was defending against like 6 tanks in a desert map with trenches. I was so bored, maybe it was just one of the bad missions.
