Ehh, it was weird and arcadey experimental game MP focused game. People forget how it actually played and just glaze it based just of half remembered defend the homeland patriotic storyline and ironically it wasn't even made by americans.
If it came out today people would call it MOBAfied shit for having only like 4-5 units per player and everything having activated abilities just for something like firing off an ATGM.

I love the game, but I feel like Soviet Assault diminishes the impact of the main campaign.
In the US sided campaign it feels very desperate, everything is shit, your victories are just delaying the Soviets until you have to make the final act that does enough to force them to pull out.

But with the expansion every other mission you're seeing the Soviet side and finding out actually everything is fine the Soviets are also losing big badly :)
It diminishes the feeling of 'this is it, if you fail the US is fucked' and instead is like, if I fail I guess the soviets will lose in another 2 weeks instead of 1?
And vice versa, independently they're fine but I feel like both campaigns trying to convince you that you're the underdog and your actions are make or break at the same time conflicts.

It wasn't considered arcadey, and the Wargame series was half a decade out yet and anything with any level of mechanical detail was turn-based or visual dog shite. It was praised in reviews across print and the web for ditching base building and focussing on combat. The story isn't patriotic. It has America using nukes on its own soil in an attempt to drive a war to a stalemate. It has soldiers committing war crimes and acting cowardly. Not to mention the story is delivered with voice acting that puts pretty much every other RTS ever outside of Homeworld to shame.

Better yet, the multiplayer was packed. Servers busting at the seems every night for a couple of years. Voice chat in place at a time when PC had dropped behind console in that regard.

Using nukes on your own soil just illustrates how desperate the situation is, and yet Bannon gets his hero moment (some might even argue, a redemption moment) and in the end the "underdog" wins despite all odds being against them, just on account of them being so determined and heroic and having this exceptional leadership and everything.

Roland Emmerich directing a Michael Bay production couldn't be more MURRICA FUCK YEAH than this.

more and more games were coming up with ability calldowns

WIC was saved by a cool storyline with a tiny dash of character, amazing graphics, and the 9/11 factor - it had been some time since anyone contemplated an actual attack by humans against CONUS

No strategy game is as cinematic as WiC apart from maybe Homeworld.
Different wargames are kind of similar but they are largely multiplayer and usually focus on bigger maps.
Company of Heroes is a squad based game with a smaller scale campaign missions so it fits the bill. But it has base building and feels a bit more arcady.
Men of War leans more into realism and the squads squads aren't really a single unit but infantry is a lot more dangerous. But more realistic vehicle combat is I would say an improvement. Also no base building, you get points from capturing shit so it's more WiC in that regard.
Combination of the last two is Syrian Warfare. Squads are a single unit, but so are vehicle crews and infantry is fucking deadly, even more so if you use the scuffed stealth system to your advantage. Also leans into realistic vehicle combat. Each mission has a max limit of certain units you can bring and you can only reinforce at scripted points. Squads also carry over between missions and you use points to by more squads and vehicles.
These fit the "WiC spiritual successor" best so take your pick.

Broken Arrow is obviously taking quite a bit of inspiration from World in Conflict.
It's gameplay isn't super close though, some bits taken from WiC, other bits taken from stuff like Wargame. Or like, World in Conflict if dramatically less arcadey.

What the Soviets did in game is what America was doing in real life and what practically every invading force does, no matter how pretty technology and civilian considerations make it look.
