Techs, policies, GP, beliefs, buildings, unit upgrade paths, supply, civs etc. They introduced different diffuculty scaling logic which means that the AI starts on a more even footing with the player and their bonuses will ramp up over time. So it's not that they aim to make it more difficult per se, but it is meant to be more challenging and less snowbally and less cheesable. VP Emperor is definetly more challenging that than vanilla Emperor, which was total breeze.
