Stellaris is continuously the biggest disappointment ever made by PDX.
Imperator is a close second.
Vicky 3? Nobody even hoped it's going to be good, people openly prepared for a clusterfuck.
The big issue I had with it was that I have to spend like 95% of my time manually managing production and constantly re-evaluating my trade routes even with full laissez faire policies. And it was a bit buggy even 2 years after release when I first pirated it. Also ran like shit and sometimes made my 4070TIS scream with buggy map icons. But the political stuff was actually fun and didn't seem particularly woke to me. I even felt pushed to religious fascism as the smoothest and most stable form of government.
It also sucked that they listened to the crying retarded map painters and added army micromanagement again.
Stellaris and HOI4 are much bigger disappointments though.

The reason why Victoria III was disappointing for many is because it was marketed as a Victoria II sequel despite playing entirely differently. If it was marketed differently, like as a first installment of its own franchise instead of being a sequel, the entire V2 vs V3 debate wouldn't have happened.
