Pre-holo? A few of them, but holo usually looks at mid-sized creators like Mori, (iirc she was like around 30-50k) or large ones like Gura and Mumei (both 1m or around 1m pre-holo).
Post-holo? Zero probably. The instant a holo's RM/PL is found, they explode in people wanting to follow them unless they lock the RM before debut.

Like I'm pretty sure Cece was an extremely small vtuber that only really had a following /here/ and with her friend group.
Just checked. Nearly a year after debut, her PL has only 14k followers on twitter and 20k on twitch. Maybe it wasn't 10k pre-debut, but it was probably close.
