Yes and no. It's usually is, but not always. Streams with more tourists or getting raided (this IRyS's stream in the OP) can get more likes and peak CCV since people might jump in, drop a like, watch a bit and leave.
Realistically, a baseless guess would put her around 7-8K + few thousands from Mori's raid

It's really all dependant on the content. 10k CCV pure zatsu will usually have more likes than 10k FOTM game, both will have more than 10k part 3 of something like Deltarune or Blue Prince. Then again, that stream lasted 8 hours, which means the CCV could be even lower and close to 1:1 ratio (more time to rack up likes during stream)

I have a strong theory: there are two main factions or even cliques in Holo EN: there is the Gura group: Ame, Fauna, Mumei, Kiara; and the Mori or Chadcast group: Mori, Bae, Irys. They all do things with each other and interact a lot less with the other group for whatever reason (Mumei mentioned you are left out of the loop a lot when you don't live in Japan?)

The Gura group later became the Kiara's group as Gura left more and got alot smaller starting last year with all the graduations--maybe added Raora ; The Mori or Chadcast group got a lot bigger as most of Advent was added minus Nerissa and half of Justice

The rest are Neutral EN members that interacts with both groups: ex: Kronii (Snot and Mori); CC, Nerissa. The botter only bots the Mori group for whatever reason. Anons have said they really hated Fauna?
