I wouldn't say that. A lot of vtubers were struggling during 2017-18. Sora wasn't doing the best numbers wise and was even thinking of quitting at some points because of it. However, she endured and also managed to improve herself enough via singing/dancing training and marketing to the point where the company became prominent. By late 2017 early 2018 she was doing roughly 1k streams. (That was helped by the Christmas miracle of course). Of course niji was (and still is JP wise) bigger. With that said, she set the stage for Fubuki and Aqua to become big in the CN market but that's a story for another oldfag to tell.
