They're both just naturally lazy/unmotivated people and the passion/care they had for vtubing left them ages ago. Neither one of them seem like they have much career opportunities lined-up outside of being a vtuber, so they're stuck coasting until they either make enough money to retire completely or the fans stop caring about them
It's not pretty considering the heights in terms of content they were able to achieve back in 2021, but it is what it is at this point in time

Gura and Ame were not getting along with management during the EN model redesign fights in 2022. Ina, Sana, and Kronii were asking for new designs that were less sexualized. Cover refused which caused the "health" breaks with Sana in the months before her graduation. Ina even told her viewers she didn't like revealing outfits in October just before that sudden 3 month "health" break. The same type that Altare suddenly needed after he complained about management not fixing his 3D suit and couldn't stream on his channel for 3 months. Cover keeps complaints hidden in Hololive and Holostars which helps maintain the idol illusion but means that contract disputes can fester for years. Never forget that Christmas 2021 is the last time that Gura ever joined a holiday collab.

Altare was not suspended, outfitschizo. He only intended to go on break for 1-2 weeks to reset his mental, but he’s very prone to seasonal depression at christmas, so he considered quitting Holostars completely and accepted a 6 month contract to do normie work at his dad’s business. The lease for the office he rented to set up a 3D studio also came up and he cancelled the renewal and moved his kit back home into his parent’s garage. That’s why he’s still offline to this day, he has to fulfil his external work contracts before coming back to full time streaming.

Sure feels like Ina and Altare got 3 month "health" breaks that were stealth suspensions by another name. Cover would be angry with Hololive talents for complaining about skimpy outfits since they use those designs on merch and they would be angry with Holostars talents complaining about the lack of support from their employer since that is the main reason fans buy merch. Cover is a business they don't want employees saying anything that would damage the brand name.

The problem was never investing in the performance, but the investing in the performance being the primary drive for the performance itself.
She wanted the studio to be her drive to stream, but mental issues and depression will always get in the way of that.
