its basically to stop gave devs from shutting a game down with out an end of life plan, examples are
>stopping single player games from pinging a server to keep playing.>multiplayer only games(such as counter strike and battlefield) give players a way to either play p2p or rent a server to play on (like one of the battlefields do currently)>MMO's (your world of warcrafts, FF14's, City of heroes/villians. Dragons dogma online.) do exactly what city of heroes is doing, give servers a license and hopefully the code, if not fine.('i'll admit I'm fuzzy on the CoH server but I do know it is licensed officially.)This would also hopefully apply to gacha games, so princess connect, final fantasy record keeper stuff that like.
tl;dr, give players a way to play the game or put together a way to play the game after its been taken out back.
