The major corpos use a ticket system. When you achieve subscriber milestones, or do things the corpo likes, you get outfit tickets. You can spend these tickets on various things. Not only outfits, but song covers and 3D shows and whatever.
Usually right before they graduate a vtuber will cash in all their outfit tickets. That's why Reimu is debuting a new outfit right before graduating for example. So did Kotoka. So did Coco. Most corpotubers do it actually. Everyone asks the same question every time "why did they graduate when they just got a new outfit?" now you know why.

Cover uses points for outfits. They get new points each year to "spend" for that. Covers and 3D lives they can do whenever they want but they have to pay for it. If a holo doesn't do covers it means that they just don't want to pay for making it happen.
