Streams are very low commitment and easy to put on in the background while working, etc. It's not JUST lonely people, since it's common for couples to both follow a chuuba (or chuuba pair. Dokibird and Mint is a common one where the husbands like Doki and the wives like Mint)
Think of it like a bunch of tiny religions. The chuuba ends up giving people a sense of community and something to rally around. It gives them a constant supply of things to talk about, and for many of them it also works as a muse for creative projects like art or other things.
For my case, Dokibird, the community heavily revolves around artists and everyone uses her as a topic to help get better at drawing, crafting, sculpting, whatever, and/or they use her as inspiration to grind high on competitive rankings to try to match her, as she's a very, very skilled fps player and a very hard worker, constantly organizing tournaments and other community-wide events for people to participate in. She even heads the occasional video game development. Here's her latest project, a version of Horse Race Test custom made using assets of herself, her fans, and even her dog.

In the Wisp's case, the fans for Mint, Doki's best friend, they focus HARD on idol culture. Not the whole "no boyfriends!" thing, but shit like coordinated dances during concerts and flailing light sticks around, etc. They're an absolute riot at live events.
