The way I see it.

Fan artists puts in 100x more effort into fan art compared to clippers, and they do not get directly monetized.
They do it because they're fans, to improve their skills, exposure, etc.

Clippers should be no different. Especially clippers who don't actually put any meaningful editing into their work.
Putting subtitles at the bottom of the screen is low effort and should not be monetized.

Most clippers are third worlders for a reason. Their currency is so dogshit that where an American could get like five cents off a decent clip, they can get a week of food. This is why you see them spam out garbage clips, clickbait, coombait, and just putting English subtitles on an English stream. A lot of them don't even have fast enough internet to WATCH streams live, they just watch vods or clips, so they instead stir up drama elsewhere to get more clip views and that's how they "engage with the hobby". This is all just a way for them to sit in their mudhuts and try to leech money off the first world.
Ban thirdworlders or enact a tax on them for using the internet and 90% of these problems fix themselves.
