It looks unfinished. The hair is badly cut and doesn't have enough components to rotate, the ones it have are inconsistently shaded. The legs are improperly cut and the angle of the feet don't align with the position of the legs. The knees are improperly attached. The ears are barely detailed and the hands aren't at all. The hood wasn't drawn where it would appear on a person. The shading is muddy on the hoodie and it the middle section hasn't been separated either. The body rig is barely better than a png.
I hope he didn't spend very much on this or he's been scammed. I would never let anything like this leave my drafts.
