Indonesia makes sense--it's not a lucrative market but it's a cheap one, and ID1 was an effective test for HoloEN. Korea is more expensive, carries cultural baggage (every other young person is either a turbo-radical feminist or turbo-incel), and by and large Korean Hololive fans just like HoloJP anyway.

The huge issue with Cover opening a Korean branch is that sexualization of HoloKR talents by a Japanese company would be highly controversial. Japan still denies their military war crimes involving comfort women so for historical reasons many Koreans would be openly hostile to Cover. A HoloKR branch would have a hundred times the potential for yabs than HoloEN. Ina was the first Korean talent they hired and Cover gave her the skimpiest default outfit in Hololive with tentacles and high heeled geisha shoes. Kronii was the second Korean talent they hired and her model has huge jiggling boob with a stripper outfit. When management already had years of contract fights over model redesigns with HoloEN they aren't going to risk having even bigger fights with HoloKR.
