That's why twitch bailed out of Korea because they were getting taxed on ISP year after year basically they were pushed out to favor Korean streaming platforms that no one uses outside of Korea. Hololive had the choice between LATAM or SEA, these two regions are similar, huge population with small buying power. They basically offer tremendous amount of views for cover to boast about to their investors but buy practically nothing due to either their low currency or lack of capitalist culture. Cover had to pick ID for practicality sake.

Indonesia makes sense--it's not a lucrative market but it's a cheap one, and ID1 was an effective test for HoloEN. Korea is more expensive, carries cultural baggage (every other young person is either a turbo-radical feminist or turbo-incel), and by and large Korean Hololive fans just like HoloJP anyway.

The huge issue with Cover opening a Korean branch is that sexualization of HoloKR talents by a Japanese company would be highly controversial. Japan still denies their military war crimes involving comfort women so for historical reasons many Koreans would be openly hostile to Cover. A HoloKR branch would have a hundred times the potential for yabs than HoloEN. Ina was the first Korean talent they hired and Cover gave her the skimpiest default outfit in Hololive with tentacles and high heeled geisha shoes. Kronii was the second Korean talent they hired and her model has huge jiggling boob with a stripper outfit. When management already had years of contract fights over model redesigns with HoloEN they aren't going to risk having even bigger fights with HoloKR.

A horrible choice can be psychologically easier to accept when you are the one that chose it while it's far more demoralizing to be forced into something that you hate.
