Blame Youtube for making membership and superchat costs differ based on currencies. They could only accept dollars if they wanted to. Nothing would change since it is easy to pay in different currency with Paypal or other payment service outside of America. But that would mean that part of the payment goes to other party than Youtube so they don't want that.
