Personally, I would always raid into people if I have at least 1 person that I am bringing. But honestly 1 person raids are understandable because sometimes twitch does a fucky and fucks it up only bringing in the 1 person.

As far as who to raid. I would say raid people with up to at most 3x times your viewer number. Or people with less viewers, really it doesn't matter. And don't worry about raiding people with less. There really is no social commitment or expectation to raiding. Just raid, no reason not to.

The finer details are what most newfriends seem to struggle with the most...
If you have 1 or 2 viewers after stream when you intend to raid, you should not be worrying about raiding but rather about getting at least 3 or 4 viewers per average; if you still want to raid even with 1 or 2 viewers, consider doing it to people who have similarly low numbers, instead of aiming for the bigger fishes. You didn't say what makes you embarrassed so I will assume that it's the shame of being told that common "oh you do it because you are trying to leech", so with the prospect of raiding similarly low 1views you will both fulfill that responsibility and avoid getting called out.
After these first remarks were said, you should consider that, firstly, even 9ccv is still 1view, the idea of being a 1view is very empty when you could be either a 1ccv or a 8ccv; secondly, if you are trying to get a more general gasp about "who I raid", the basic idea is: people who are doing some event > close friends > people with not such a big viewership difference > randoms, in that order; thirdly, you are going to forget about this anyways.

I stick to my stream schedule, put it out every Sunday so people know when the stream they really care about is happening. I play with viewers in the MMOs I play, let them hop in on Unite when not grinding ranked, and Master Duel is in such a bleak state that I've been doing nothing but viewer duels for the past 6 weeks in it instead of interfacing with the dogshit format its had.
MHS2 is a continuation of the first one and people are super invested in the team and yell at me if I box specific guys. Same goes with Pokemon. I started a gen 3 cinematic universe with a gale of darkness nuzlocke and people are extremely invested in who's on the team and what's alive.

I've streamed to nobody a few times now. I have a png, technically, but I'm not doing a character or whatever. Should I consider advertising ITT if I want a viewer or two in the future?
I'm not ambitious; I'm just doing this because my oshi wants us to get better at yapping, or wants her skills to rub off on us. I also want to learn a little what it's like on the other side of the divide, I guess.

Well, that was unexpected, but now I'm motivated to make some kind of content for the main channel.
Question is, should I invest a good amount of time editing a well made video or should I go the Northernlion way and just cut the VODs in small, digestible chunks of half an hour or something? I don't have any full playthrough of any game, so that might be the better option to capitalize on the sudden spotlight on my channel. A lot of cutting, some quick edits every now and then and maybe an accompanying short video to boost those numbers.

Yeah, that's the plan for today. I don't know why I wrote all of this in here though, but I hope it inspires or helps someone else to make content, or at least a VOD channel. There's people out there who will watch anything, and you could hit the jackpot by doing nothing else but posting what you have already streamed.

This is a bizarre question because it reads like somebody who has never watched a youtube video in their life. There is no market for "vods" there's a market for content. A vod is just a vehicle for content. The only reason to watch a vod of a stream is if something happened on the stream worth watching. Nobody is scanning youtube for a 4hour vod of who knows what meandering stream background noise. They are scanning youtube for videos of actual content which may have been produced on stream. The best approach is to format your streams to be easily trimmed down into edited videos.
Use pic related to mark off the parts of your stream where you transition between doing things. Does your stream start with a monologue or welcoming viewers to stream or whatever? Mark where that ends. Nobody on youtube gives a shit about that. I'm going to assume you run ad breaks and stop stream during them because not everyone is going to be subbed and your non subs miss out on a lot if you don't stop. Mark those breaks with markers so you can cut them out. A decent example is card games. Each match you play, place a marker. When you edit later. You now have markers for each of your games. Played 15 games and only 5 of them were interesting? Keep those 5, edit them into a sequence. Do a short intro about what your deck is and does and why you play the cards you do. Slap a thumbnail about which deck you're playing and boom. Free youtube content. You can do this with anything as long as you learn to compartmentalize your content and use streams as a vehicle for it. Otherwise you'll end up in meandering letsplay hell and even you'll get bored watching your own vods.

I'm a little rough with it but I promise this will reduce a lot of the complaints you have about how much hassle it is to make reusable content. Aspies sometimes complain that they don't really care about how their streams look after because they don't want to be content brained. I guess that's fine, but it doesn't really do your would-be offline viewers or people introduced to you by offline stuff if you don't put a little energy into how you present it. Streams are, for the most part, slop content. You can wander about, yap about whatever, stray off topic, do whatever. You've got time to fill with something. Youtube rewards a tighter more focused approach so if your streams are at least a little organized it will save you a ton of headaches when it comes time to edit without having to dig through your own hours and hours of vods to find something to make out of it.
