Mori, Ina and Kiara all had pre-existing ties to Japan as a core part of their adult life and those ties don't go away if they quit Hololive. So it really doesn't hurt them to continue using Hololive to further their own careers. Ame and Gura never gave a fuck about the Japan stuff and just wanted to continue being Americans and get paid to do nothing.

Irys is more JP than Coco ever was, so her being in EN is just an accident. The only reason I'd ever see her quitting is if they returned to the days of their being bigger barriers between the branches and she had to rely solely on EN. Being able to move freely between them helps her live out both hafus.

Sana is the odd one out in Council because she theoretically fits in with Kronii and Bae and has nothing in common with Fauna and Mumei. But we don't know her exact reasons for quitting, based on what has happened since, it's likely she just legitimately did not like what she felt the job was and prioritized her original career. It also didn't help she got stuck with the Abbo model I'm sure. She didn't seem to like the fanbase but probably would have been a well-appreciated mama if she could have been one of those instead.

Bae and Kronii are young menhera women but they are also the most authentically Asian of EN. Bae also didn't live in America so she may as well have already lived in Japan from the start. Kronii is similar in the sense that all the brainstorming that requires America be the base of HoloEN doesn't help her either. Fauna and Mumei still would have quit and been as unproductive (just like Ame and Gura) if HoloEN was based in America but not near their particular region of the country. This was a side-thing for them but their day-to-day normal lives away from weebshit was their priority.

Advent and Justice were literally hired after all of EN's years of drama and were built from the start to be something different. If any of them ever quit in the near future, it's only because they were actual retards or somehow lied to get past a screening process. None of them can ever use the excuse that things changed because they never actually experienced the terrible era of EN that was apparently so nostalgic for the quitters.
