Probably just ran out of money. It's the simplest explanation available at this point and doesn't rely on grand conspiracies.

All of Ironmouse's money is diverted through Vshojo so that she gets to remain anonymous. They seemingly hold the money for a while before giving it to her, likely just to process the different fees, taxes etc. Between the time they got the money and they were supposed to give it to mouse, they didn't have it anymore so they couldn't give it to her without dipping into personal funds or taking a loan. If the money is not treated separately from everything else, like in a totally different bank account, this could happen.
