it's definitely their very lax management as well; people are ultimately going to vtubers as individuals and if you stifle them too hard it causes issues. The two sort of go hand in hand though, the slow growth makes the environment with so few hard nos a lot more reasonable manageable, if it expanded fast there'd be enough drama to implode everything within a few months
