I don't think the talents get salaries. They're contractors who get merch cuts and sponsorships which come out quarterly. The money was probably going to the people with actual salaries -managers, lawyers, producers, etc- who had to be paid on time. The contractors probably had a more flexible deal that Vshojo exploited to delay payments they couldn't afford. Talents are rich anyway and make enough money from their streams to get by without the Vshojo cut, so they give the agency the benefit of the doubt when gunrun says he'll pay later.

In Henya's defense she is kind of a doormat. Kson is the one that is baffling because she spent 10 months not getting paid and was just like "This is fine."

If money is paid on salary and not wage, it'll generally take longer to pick up on any money chicanery. Maybe some sentiments of fear was also present, but that's more uncertain.
