It's not impossible but these days you gotta be something special. We reached the saturation point for new nobodies without anything to offer years ago. There might be a few people out there who actually could make it big if they didn't get buried, but definitely not many. These days if someone doubts they have it they probably shouldn't invest in the setup to start streaming. If someone doesn't doubt they have it then they absolutely shouldn't, because they're overestimating their worth.
