If Vei's claim that Hololive lived in his head rent free are true, and also that he hired Kson and Nazuna specifically as a blow to Hololive, then signing Gura would have been his dream. The chance that he at least tried it is 100%. The chance that she went for it is not so much, but Mint's story that she was signed for a year without it being public means that basically anyone could have been in a similar situation.

Extremely low. Maybe they talked, but ultimately you're not going to leave a place where you're happy unless someone makes you a more attractive offer. Gura was demonstrably unhappy with Hololive and had been for a considerable amount of time, well before any interaction between Senzawa and Gunrun.
Could I believe that she was being eyed for whatever Gunrun was cooking up with Mint? Sure. The timing is certainly convenient, but again I don't think you can convince someone to do something that they haven't at least 75% convinced themselves to do already. If the relationship between Gura and management had been perfect and there were no cancelled songs and projects and she hadn't taken several unexplained multi-month hiatuses and then she just graduates seemingly out of nowhere then I think it would be fine to speculate that Gunrun convinced her. As it is now at best he encouraged a decision that she had already made.
