I haven't actually seen any cases of anyone being arrest for things like the school uniform thing you mentioned but I think it depends entirely on how they're depicted.
If it looks like a child then they won't care and they'll arrest you but if it's like some 5ft 9 girl with huge boobs but in a uniform, they probably won't care, hence why Testament of Shitty New Devil gets a pass.
That said, if you're importing loli doujins or something, you will 1000% be arrested. I remember some guy bought some and was taking them back to the UK and got arrested in customs. But I don't know/think he got charged in the end.
