You can already do it all locally yourself. Text generation passed into text to speech. Attach some live2d model to the generated audio. You can make the text generation spit out a piece of text to set the mood or perform an action that gets passed to the live2d. It's not even hard to do all this but you need a good PC to run it all at once.
