Pippa was on the original server quite a few times despite never being formally announced and never streaming it herself (you can see her in collabs), and Hime also only played offstream and when few other people were around. This all indicates that they did in fact want to be there but were trying to keep low profiles, most likely because they didn't actually get management approval to be there at all.
