Difficult to tell. Ryoma hasn't been permanently suspended yet, and nobody in the queue except Reimu has tipped their hand on the matter (and she's not really "in the queue" any more, since the announcement has officially been made)
It'll be much easier to predict who will NOT be next. We can safely rule out all of the other males, as well as Petra, Scarle, and Meloco; so the candidates to be next in line, in more-or-less debut order, are: Elira, Finana, Rosemi, Enna, Millie, Aia, Maria, Ryoma, and Klara.

She'll either get "graduated," "separated," or officially terminated for her trouble; or will be allowed to have a proper graduation, but it will be significantly more scuffed than Pomu's farewell tour was and/or be more inauspicious than Gundou's "graduation" stream was.

My guess as to who's next, if we're not limiting it to proper graduations, is either Ryoma or Klara. But if only proper graduations count, one of the girls will probably be the next to properly graduate.

They have officially given up on NijiEN making a comeback as they state in their financial reports that they don't factor them in anymore for future growth (too lazy to dig it for you, go to the financial reports and investor Q&As on their website and read for yourself). What they are essentially doing now is cancelling all funds sent to NijiEN from Nijisanji and forcing them to survive with their own profits so debuts have slowed down drastically. Along with this they don't see the international markets as a possible future either (again, finiancial reports) so all the new gens after Denauth are essentially NijiJP-lite but under the NijiEN (basically all their streams are in japanese like meloco) banner to try and grab enough cash from the JP market to keep NijiEN from going bankrupt which has sorta worked as the nips don't really look into these new livers mroe than seeing the name "nijisanji" and japanese speaking chuubas. These new gens aren't marketed at all in the west for obvious reasons since they don't stream in english so you never hear anything about them. AFAIK they have two of these NijiJP-lite gens now.

The only new EN wave after Denauth is By The Beat, the all-male wave which debuted in March. Your assessment is otherwise spot on - the company has all but officially given up on the EN branch, BTB is essentially a JP-lite wave, and any future EN waves (picrel) also be JP-lite.
