Can anyone give a legitimate reason as to why 99% of vtubers absolutely refuse to play characters nowadays? Was the purpose of this entire hobby not to make it seem like you were watching an anime in real-time?

There are two parts to this. First you have to put on a character but then you have to take care not to break it repeatedly to make it convincing.
Yes, streamers are more silly on stream but they never allow for the suspension of disbelief to manifest.

I put all effort in giving my character lore, story, world building and even a short introduction to them but beyond that it prove to be fruitless to create a stream that constantly explores the world and narrative of said character so majority of people just play video games and appeal to sex addicts with sex jokes because that is the Meta Ironmouse made for lessor Vtubers these days.

Vtubers dial authenticity somewhere between IRL fleshtuber and anime character and that's what people watch and want to see.
They get too fleshy and they stop being a vtuber. They get too anime and people feel detached.

the vtuber is as much as an escape for the viewer well as the streamer. it's not really about spending the entire time acting as the character.

western vtubers struggle to understand that or more likely don't care about that. when the stream is over, they go into meltdowns/fights over some streamer drama, leech off other vtubers/streamers posts using their X accounts etc., post about full on irl crap not even related to their content when the main focus should just be the audience.

that breaks the illusion. you just get the feeling popping onto a stream that half the time they not really paying attention because their mind is elsewhere on bullshit like i mentioned.

because vtubing is now primarily an avenue for women to stream like men do safely without the risk of doxxing or harassment once they go offline. the themes and designs are a creative output and a way to express themselves how they want for fun (like makeup)

The Myth/Council and early Promise/Advent era was the last great kayfabe/lore period. Omega tried to make it stronger but unfortunately went about it all wrong which ironically lead to degradation of the Kayfabe. The fan content, art and official kayfabe merch of that era one of a kind and the girls themselves helped make it a unique experience that would be hard to capture again. Just cherish the fact you experienced it.

In fact, literally anyone that streams for any significant length of time is extremely unlikely to be playing any character role in any serious way.
Character heavy people are video creators almost exclusively, and that side of vtubing is niche as fuck. Calling it niche is an insult to the word niche, it's a niche of a niche.
Despite Kizuna bringing recognition to a huge industry of various types of content creation, her influence was minor overall.
Her only real legacy was the term virtual youtuber, and even that was killed off in favour of vtuber since it removed the "youtube" part of it - most vtubers were not on Youtube before then.
