I'm not OP but I think what he meant is that the reason why Phase and Vshojo is small is because of:

And that makes them unpopular because a majority of vtuber audience overlaps with the idol audience.
Though I am not 100% sure if that is what he meant and he just worded it pretty poorly. It could be that he meant what he says when he say Vshojo and Phase is big though.
