in other words, he had a septic tank with no issues for 9 years, no citations or notices from the city regarding hi septic system. He becomes embroiled in a lawsuit against the city and cement plant, for totally destroyed his ability to make money by making his shop inaccessible. It was still a cheaper option than connecting to the sewage system which was indeed almost 2x the price of the property - but presumably he knew that going in, thats why it was so cheap in the first place, it was a foreclosed property of a local who got fucked in the savings & loans crisis. The locals were trying to buy it back at the auction too (who as responsible citizens would knew they would have to pay extra to meet the EPA regulations) but he out-bidded them presumably because he would chose the 3rd option of "fuck you, pay me" to resolve the waste situation. And I guess squat on the property until he got more than the 10x the cement company offered him while he was suing them with EPA complaints. Its the mentality of thinking you can use the system to enrich yourself when you chose to but the system trying to compel you to play by it's rules results in some sort of narcissistic injury

There was no sanitation issue
a corrupt government allowed a cement factory to illegally cut off an existing owner's business from having access. After he sued, the same corrupt government sought to punish him by arbitrarily and capriciously enforcing code violations despite there never having been any kind of problem.
They then lost their homes and the cement factory was destroyed.
