Lain (much like ABe-san's other works) is an experience, but to answer your question lain can be interpreted in a lot of ways,
lot of what you see in the anime is just a product of the era where technology was advancing at an unprecedented scale and internet was becoming more and more mainstream, so a lot of what you see is just the result of fear for the future and this new medium called the internet(Wired).
Lain can also be interpreted as a tale about loneliness in the digital age, as we can see lain slowly becoming more attached to wired and more detached from reality.
In any case you really shouldn't think about it too much as that's not what it's about, finish it (if you haven't already), watch the interviews with the authors and understand that not everything is for everyone.
