Something that large makes me think it's part of an animal's spine. Did you find anything else? Is the area known for having large wild animals around?

its in an industrial area right next to the ocean.
i saw some captive horses on the way to the area and there may be fish in the water but that's about it

Almost always a cow, they were everywhere and if they get loose in an area without grass they just die.
