I've been using Winx DVD ripper to make bootleg DVDs. It's worked fine so far but for some reason it can't convert certain video files (especially mkv) to VOB which it needs to make a viable DVD. Every other tool I've tried has unacceptable quality loss or has file size limits only circumventable by paying (which defeats the point of doing this, plus I don't have any money). Is there any tool that I can use without these issues?

ConvertXtoDVD is what I used to use, or if you're making duplicates DVDFab + Imgburn worked fine for me.

These days, I use Linux Mint, MakeMKV, FFMPEG, DEVEVDE, and Handbrake from time to time

Looks like there's a windows version of devede, unless you feel like pirating convertxtodvd
