It's 60 bucks but they usually have sales previously, not sure about now https://www.clipstudio.net/en/purchase/

It has a lot of fancy tools, but it comes down to if you need those tools in your workflow. If you don't care for vector lineart/poseable mannequins/comic frames and speech bubbles/etc Krita is sufficient honestly

I personally like it over photoshop or the other usual stuff
Creating brushes that work like the ones in photoshop takes a little bit of tinkering but it's absolutely possible
Being able to pose 3d mannequins is pretty good tool if you know what you're doing
It's more lightweight so it runs better and faster in my experience
At the end of the day if you're just an amateur it doesn't really matter, both of them can do the same things for the most part. It's kind of like worrying about what type paper you should draw on as a beginner instead of just grabbing some and practicing, it's just another form of procrastination
