how do i read this telemetry overlay from steam? cpu is at 29 percent usage of 104 percent possible? does that mean it can or would overclock by itself? what does the arrow mean?I r nub, thanks. also there are 2 set of numbers after the fps, before cpu, that I don't know what they mean

I may as well ask since I have this thread goin, EVERY TIME i open my menu in days gone I hear my fans spin up. Its annoying as fuck. it shows my gpu at like 96% even if I put the settings to all low. there is no option for vsync or frame cap in the menu
