It's broken C++ code that just loops infinitely.
horsey goes negative on the second iteration, so sqrt(horsey) evaluates to NaN, and dolly never goes below 0.0001 to break the loop.
Even if it wasn't broken, it wouldn't do much at all because no result is being printed out or returned as status code.
Not sure what it's really trying to do.
Unless there's some crazy vulnerability it's exploiting, it's not malware.
