how does one create images in this style? im looking for its name and maybe a tutorial on youtube. I know how to photoshop in text and objects but that's all. I don't know how to stylize it all in this way

As the anons said, it's extremely simple.
Pic rel is a very quick edit I made, what you need to learn now is the concept of masks, layering, and blending/opacity modes. I did this in Clip Studio Paint, so it should be even easier in PS.
The quick and easy of it is masking out the subjects, you see how both the dog and raiden have these transparent edges? That's the transparency you can create by masking the subject out with an airbrush tool for example.
The smoke is as simple as getting a smoke picture with a black background and setting the blend mode to screen (or just get a transparent png i guess).
Then you layer all the text and graphic elements to taste, the graphic design side of things is based on your own understanding of it (see how i also masked out the lines that hold the text so it kinda vanishes? you can do that too).
Then to unify everything color-wise you can choose to do a bunch of different things, a single color fill that you also blend in with a blend mode (depending on the use case it wont look that good) or a gradient map (which you the can also blend, or set the opacity to whatever you think looks good).
