I wish I remember where I saw it, it was like in a YT video talking about old 80s/90s anime, underrated gems.
There's a top-down shot of her in a bikini IIRC, sunbathing on the tank as it drives through the desert. I think the tank is sentient / robotic.

I can't really help you are from maybe New Dominion Tank Police or even Megazone 23, the desert is throwing me off, though, as the only account from that era which I have seen featuring a desert are Area 88, Grey: Digital Target and A Wind Named Amnesia.

I found it, it's the anime Burn Up! Excess, episode 10.
It's a two-part story, starts in ep. 9 and ends in 10.

The "sentient tank" detail was specific enough, I went to TVTropes and there was a hint there:
