Well there's different models of why people incarnate:
(1) Archon Model: You are forced to incarnate to balance karma, based planetary archons. Saturn it the enforcer of it.
(2) Vibrational Model: You are born into circumstances that are match with who you are. Thus a person who was buddhist in a last life is likely to be born in a buddhist family. Duh!
(3) Choosing Lessons Models: You have some say into the family you incarnate, the body you incarnate, and natal chart karma you take on. The 5th house is the house of pleasure. It is also ruled by Leo. Leo rules over the Sun, so the Sun would be at "home" in Leo.

If Venus is right on the ascendant, she would be a very Venus type person regardless of anything else.
The rest of the chart is also important. Her luminaries are also in Libra as you say, which would make her even more Venusian.

I have been going through the bibliography of Warnock's planetary magic course, and I feel like any attentive and reasonably intelligent person would be able to get 90% of what I consider to be the good stuff by just reading his books Secrets of Planetary Magic, Secrets of Planetary Ritual, and De Imaginibus. I am actually pretty sure the course is compiled by piecing together bits from the various books, even down to the examples. So the Mansions of the Moon book is probably a perfect replacement for the Mansions of the Moon course/the Mansions lesson of the main astrological magic course.
I can't say if 100% of the necessary stuff can be found in the books yet, but thus far, I'd say 90% of that stuff can be found there. I could have probably saved myself 500$ by just going straight to the books. Oh well. That's life. But you/the actual anon will probably be fine just reading the books and asking some questions, maybe. Especially given prior background in electional astrology.
