Sounds like that 20 billion didn't know about BEN either. Like they ascended to whatever's rezzed above us or they hit bedrock and were distributed amongst the new arrivals after them. If that's the case then most people are probably an amalgamation of those 20 billion. Each of us probably would be made up of somewhere between two to three ancestor souls per person on average. Actual number is 2.86

Maybe that's what's happening to all these souls. It would make a lot more sense than a 1:1 reincarnation cycle to me.
