Yes, they can, cylinders and cones being the very trivial and well known examples.
Spheres, having nonzero gaussian curvature, cannot be isometrically mapped from a plane, as has been well known for two centuries.
So far this is not very paranormal.

There will always be distortion, but you can lessen said distortion, and choose what is distorted.
