Nuclear non proliferation doesn't really make enough sense to go in like this. It must enable some capability that the deep state wants to keep to itself, and secret. Antigravity would make the most sense. If some non allied country gets that, they could blow the whole lid off the secret space program, global government, alliances with evil aliens, etc.
