Gold and Silver cost money due to supply and demand. Both are (fairly) rare recourses that people want. Anything people want that is rare has a high value.

Consider diamonds, there super abundant and can be made in a lab with no issues. The same goes for rubies and other gems. So why to their natural counterparts have a higher value than their material cost? It's marketing by ring makers, they cost more because "diamonds are forever" and spending 20k on something that costs 200 to make is how a market economy works.

I believe only some culture in the old world (Europe Asia Africa Middle East) found gold or silver valuable and those same nations were able to make jewelery out of them and thus made other nations interested.
Meanwhile in new world, you had meso Americans who loved gold and northern injuns who saw gold as literal worthless rocks (mining was like raping Mother Earth to them)
So, conclusion: we didn’t collectively find them “valuable” but since we had horses we were able to culturally exchange and trade at an accelerated rate and soon all cultures saw gold as valuable
Meanwhile lack of horse didn’t allow the same to happen in Americas
