Truth is we have the technology to send data back in time but if we used it for technology it would create a singularity and destroy humanity
Its used right now for some pretty mundane stuff

in the last deja vu thread i mentioned that i was gonna try to see if i could encourage it to happen and to see if it's linked to second-sight or anything like that. so when it happens i make note of it and write the details of the event. but i think i've become too hyper aware of it so it's not really happening

It's when you die and shift into the new timeline. Have you ever been playing a video on youtube, paused it, closed the tab, reopened it and it remembers where it was paused? Majority of the time it will jump back a couple of seconds to what you've already seen. It's that on a universal scale. That's why deja vu is always associated with something bad about to happen. No one is ever pleased to experience deja vu.
