If a society believes in Magic, its Priesthood wants all that magic for themselves. Their priests, scribes, and Prophets were the only literate people in their societies and could write 'Holey' Scripture; they could say what they wanted, and the illiterates had to believe that it was revealed directly from God to the priests.
