The sad fact is, everyone wants an answer to why on a day to day basis we constantly see bad people, selfish people, greed. Everyone strives to separate themselves from it, because bad things inflict pain and harm. Everyone wants an answer that there is a divine witness, that there are bad entities, that there’s a reason for Earth’s profound darkness. It’s extremely hard to cope with true atheism, or the possibility that we’re god-forsaken, or that we’re being farmed. I doubt that Jesus said that. In Mark, the older gospel, he says at one point, "Heaven and earth will pass away, but my words will not pass away." but he doesn't say anything similar about the law, and my guess is that Mark's is the original saying that Matthew riffed on. Though the Gospel of Thomas has another similar saying that would be really interesting if it were the original. "This heaven will pass away, and the one above it will pass away."
