Is there limits to Roman Catholic confession?
For example if someone who is not Catholic or even Christian goes to confession and says they plan to murder a bunch of people tomorrow, they aren't sorry about it and will do it can the priest break the seal in any way?
When, how and where does confession technically start and end? What if the priest receives the confession in a room in the back of the church instead of inside the confession box?
What if the confessor says it right in the beginning of the conversation or at the very end?

They say the confessional is secret but considering they’ve lied about other things I wouldn’t trust it at all.

Well an unrepentant confession will not receive absolution. The priest could make an attempt to speak with the individual outside of confession in some form of counseling, which then would not violate the seal of confession. Confession is just two people, sometimes both of them anonymous depending on the amount of preists at your parish you may not even know whom you are speaking with. Regardless what would the priest say? I heard someone say they wanted to do something illegal? Thankfully the world isnt minority report yet and imaginative intent is not a crime.

Trying to get them to say it outside the confession so he can tell the police seems wrong. Also conspiracy to commit murder is illegal

Anon the Church of Rome is a global pedophile ring.

There is not one Catholic priest or nun that isn't aware of this, and it goes up to the Pope. The very best private Catholic schools are known for this, the clergy and laypeople fight it every time.

Pray the way Jesus instructed, and know that Rome is Babylon. The tradition of Babylon is complete human domination and enslavement. Rothchild bought the Vatican Bank in 1832, and in less than a century instituted Vatican I Council, the first great change since the Protestant Reformation.

If you dig into the truth about the Church of Rome, you will either turn against the earthly church of man, or turn against God. The line is drawn when men and women conspire to groom and rape children, and that is kept behind the curtain in many religions.

Read the Gospels, and focus on the words of Christ's instruction. There is the Logos, or what is left of it. The rest of the Bible is jewish storytime, and for most people, that is good enough. Because their minds are like that of sheep or cattle.

It could seem wrong and sneaky but someone entering confession with such a thought obviously isn’t thinking clearly or may be struggling with the temptation to commit murder. That’s why the counseling would be so important, since confession is not the time for advice or mental health treatment regardless of what Hollywood makes it out to be in the movies. Perhaps a man confesses the temptation he has to kill the person who killed his son while driving drunk. He would not be sharing these thoughts with a priest unless he’s aware they’re wrong, or simply deranged and seeking some weird gratification by telling a priest. Conspiracy to commit murder would require concrete steps to be taken by the individual, which the priest cannot prove even if he did break his seal of confession.

Anon, just walk your path with righteousness and good in you heart and with a belief and acknowledgment in God's existence, confession or no confession, and you will be rewarded in end knowing you did the right thing. Don't be afraid to let other people know whether or not you feel like hurting yourself or others, that would be doing the right thing and they will help you out. Good luck anon, and make sure you do no wrong or evil.

Maybe evil is subjective
Maybe killing some people in their sleep isn't evil

Yes, in fact there is.
The limit is complete and total honesty between you, yourself, and God.
